That's fine as long as they are restricted to view other department employees. So how can I change the setting?

I want the manager of each department to have the privilege to added new employee under his/her department.

How can I change the setting to have Directors (or departments) the authority to create login info but still have no access ot other departments information?

How can I give supervisors to have the capability to add new employees?

Will I be able to access the source code?

We're currently using the free onsite version.

Yes, I did switch some salaried employees to hourly (or semi-monthly to manual pay period). The reason why I want to have the manual pay period is because hourly have different cut off dates.
