Rounding only on start shift and end shift scans?

How do you setup a policy that only rounds the shift start punch and the end-shift punch? The transfer punches when switching departments should not be rounded.
so
Type Time Department Comment
Normal In 7:50 sorting Shift start punch, should be rounded to 8:00
Normal Out 9:00 sorting Not rounded
Normal In 9:05 maintenance Not rounded
Normal Out 17:12 Shift end punch, should be rounded to 17:00
