We recently changed out Overtime Week to Thu-Wed from Sun-Sat. I recalculated all timesheets and expected to see the Week date range shown under Accumulated Time to reflect the new setting, but it doesn't do that. Is that the expected behavior?

Correct. If you want to change the Week date range shown in your screenshot under Accumulated Time adjust Calendar Starts On which can be located by clicking either My Account -> Preferences or Employee -> Preferences
