based on responses in this forum it looks like you cannot install on a shared hosting environment , anyone know why?
What are the other options? Virtual Private Server (VPS) will that work?

Shared hosting environments are not designed to run enterprise class software like TimeTrex.
If I could give an analogy, its like trying to pull a house boat behind a Dodge Neon. You might be able to do it after a lot of work beefing up the car, but I doubt you would get vary far down the road before the engine explodes.
You need a hosting service where you have Root/Administrator permissions on the system. Or you could go with our On-Demand service, which is $1.75/employee or less, and we do all the work for you.
