Wage groups

I do not understand the functionality of the module wage groups. Why it's there when you can't use it as it should be.

For instance if I set up a GROUP I think it should be as follow.

Group Scale 1

Minimum wage = 4000

Maximum wage = 6000

And Timetrex should not accept an employee in this group with a salary under 4000 or higher than 6000. If it can't be fixed this way I do not see his use there. So help me please
