the um, admistirator guide link doesn't seem to work.

is there a way to import data, or to data enter (and or view) hours per week without actual timeclock stamps?

The Administrator Guide link seems to work from this end. Login to the demo and give it a try there, see if that one works. It is a PDF, so you need to make sure you can open PDFs of course.

What do you mean by "without actual timeclock timestamps"?

You can enter just hours (ie: 8hrs, instead of 8:00am to 5:00pm) for each day if you want. To do this you simply go to the timesheet and click the "Total Time" link for the day you want. This will bring up the "Hour List" page in a new window, then you click the add button.
