7.4.6 Windows Installer Not Loading

I'm running Microsoft Windows Server 2003 R2 and whenever I double click the installer, nothing seems to pop up.
I'm currently running 7.3.6.

You may need to be patient, especially if you have a virus scanner installed, we've seen it take over 15 minutes before the installer launches, usually due to the virus scanning severely slowing things down.
