Lost Administration Permission after Upgrade to 8.0.1

Hello I was Using Timetrex community edition Version 7.4.8 . then two days ago the application wasn't able to communicate
with the database ( Postgresql) , and then i figured out there is this update to 8.0.1 , i downloaded it and installed it on the same directory to install the new upgrade and it was successful and the database connection is back
but i lost the administrator Permission, whenever i log with the administrator account, it gives me this message
" Permission Denied " and i can only see the ( logout ) in the menu account, and the policy menu , but nothing else

Timetrex is installed on a dedicated server, running windows server 2008 R2 ,
i checked the forum and i found that i should run this script

set_admin_permissions.php, whenever i run it in the CMD while inside the directory i type

(\set_admin_permissions.php mohamed ) it does nothing and gives me syntax error i don't know where is the problem, so please help me. and the path to set_admin_permissions is "D:\Trex\timetrex\tools\set_admin_permissions.php"

i don't wanna lose the data in the application so i don't want to reinstall it again :/ , and if there is a way to reinstall without losing the data please tell me about it

What is the full and exact command that you run for set_admin_permissions?

Please re-read the entire topic that I linked too, it explains the proper way to execute that script.
