Scratch that, it just so happens that that particular employee DOES have a schedule. A re-acuring one I set up.

I installed php 5.2.2. The file php-win.exe could not be found in the directory, or indeed on a whole drive C: search. My guess is that it didn't install. I tried running the Windows Setup fill again to see if I could find it, but no dice. Nore do I see any refference to it on the PHP site. Any hint...

Woo Hoo! That was it.

In PHP 5.2.2, re-run the windows installer, picked MySQL. Installed, Restarted IIS, refreshed requirements page and all is ok.

On to step 4!

I tried changing the php.ini file, but that didn't do anything.

Fortunately, I am using PHP 5.2.2 (i think) and it has a windows instalation program. Just re-run it and selects to add the SOAP extentions. Restart IIS.

This worked like a charm! Now I have lots of other things to fix, but at lease I can see what the errors are.
