I fixed this by opening the terminal or ssh to my server and running the following two commands:
find /directory/to/timetrex/ -type d -exec chmod 755 {} \;
find /dirrctory/to/timetrex/ -type f -exec chmod 644 {} \;

I was able to correct the issue. Seems like "localhost" wasnt resolving, I instead used my FQDN. Will this cause any problems?.

I was able to get passed this but modifying the php_cli path. However; now I get the setup check with just text only. No images or formatting. I think this might be the cause of an incorrect baseURL but I have set the correct url, it passes the check but it remains unformatted with no images.

Im guessing that the folders inside the directory are set at either 775 or 777. I ran into this issue but it was easily fixed by changing the permission to both folders... interface and install to 755.

How often does it need to run maint.... i put in the commands (they were excepted) but its only set to run everyday at midnight... is this okay... I installed it earlier today... its past midnight but it says maint has never been ran?
