In the first screenshot you posted you'll notice two Exceptions: In Early (S3) and Out Early (S5). The In Early Exception is not checked and so is disabled.
These two Exceptions will assist you with employee early punch conditions.

Your Secondary Wage Group called "Overtime" (without the quotes) has a Type of Salary (Monthly) of 12.00. This should be changed so the Type is Hourly.
Also be aware that with Overtime Policies the RATE is a multiplier not an amount of pay.

Please try using the Payroll Export Report in the Generic Excel/CSV format. Doing so should get you closer to the results you're looking for.

Change your Wage Group to -Default- so your employee can earn a wage for regular time which will resolve your issue.
