There is one thing you could try, in your PHP.ini file add this line:

cgi.fix_pathinfo = 1

Then if your using IIS for your web server set:

cgi.force_redirect = 0

Please ensure you have PEAR installed on your system. Support spoke with a fellow this afternoon who was getting a blank requirements page and the reason was he didn't have PEAR installed.

In your PHP directory there should be a file called:

go-pear.bat

That should install PEAR for you on Windows.
