Receive The Following Message At Install, Please Help!

I get this message at install:
Warning: Smarty error: unable to read resource: "install/License.tpl" in C:\AppServ\www\time\classes\smarty\libs\Smarty.class.php on line 1095


I have checked all the file permissions and everything seems fine.

Any ideas?
