failed upgrade to community edition

should I reinstall Timetrex again, or reinstall postgresql ? Where can I get the missing file ?? I've checked add/remove programs and neither Timetrex / Apache / or PstgreSQL are listed in there despite the many installations I have done.

That file is there on our test system, perhaps try downloading v7.0.1 again and installing it over top of your existing TimeTrex directory?

Horray! that seems to have worked that time... at least the warning messages are gone when I login. Maybe I had an older install package or something.

Try copying c:\timetrex\postgresql\bin\libintl.dll to c:\timetrex\php\ and try it again.

The installer is setup to do this for you automatically, so I'm not too sure why it wasn't done.
