WARNING: TimeTrex was unable to set your time zone.

I'm getting this error on all pages:

WARNING: TimeTrex was unable to set your time zone. Please contact your TimeTrex administrator immediately.

On a windows server with php5 and apache2.

Not sure what to make of this, or what to do about it.

Any help would be greatly appreciated!
