Accruals under TimeSheet

Accruals under TimeSheet

I noticed that it is possible to assign a number of hours to each employee under Accruals in TimeSheet. Is it the total number of hours an employee could take as leave and such?? Does this apply only for absence policies or do they apply to any other accrual such as OT?
