Maximum Holiday pay issues

Hello. I'm having issues with holiday hours. I have a holiday policy set up with a maximum of 8 hours for recurring US holidays (see Snip1). However, when I run time reports, I have people who have worked a double-shift on a holiday showing 16 hours of holiday pay (1.5x). It should show a maximum of 8 hours at 1.5x, and the rest at regular (1.0x) pay. Any ideas?

Also, in Holiday Policies I have set up our Recurring Holidays to use 6 major holidays for Holiday Pay (Snip2). However, in the Holidays folder, it shows only 5 (Snip3), and that list is not the same as the ones I have selected. I'm confused by this. I've checked the Recurring Holiday list in Policies, and that list shows all 11 holidays. I'm not sure why the disparity between what I've selected in the first tab and what shows in the 4th tab. What gives?
