How do I give a user permission to use the HR - Qualifications Summary reports?

Permission Group options do not have an option for Reports->HR or Reports->Qualifications. Which option do I use to give an individual to the HR Qualifications Summary report?

Its the: HR Reports -> Employee Qualifications permission that you are looking for.

Oops - I posted too soon. The solution given doesn't seem to be working.
Its the: HR Reports -> Employee Qualifications permission that you are looking for.
Problem - When I give this permission, the user has access to the reports. When they click View, they get a PDF with the following information: [NO DATA MATCHES CRITERIA].
The user has the following permissions:
Employee Licenses -> Add, Delete, Edit, Enabled, View
HR Reports -> Employee Qualifications, Enabled
Qualifications -> Enabled, View
Reports -> Enabled

Question - How do I give this employee permission to view the HR -> Qualifications Summary report WITH DATA?

Either the report criteria doesn't return any data, or the employee doesn't have permissions to see employees who do have Qualification data.

What permissions to they need?
The user has the following permissions:
Qualifications -> Enabled, View
Employee Licenses -> Add, Delete, Edit, Enabled, View
HR Reports -> Employee Qualifications, Enabled
Reports -> Enabled
What permissions do they need to see the Qualifications Summary report with data?

They need to be able to see employees under Employee -> Employees.

Wow that was a fast response!! For others viewing this post, it appears the user must have Employees -> View permissions. Employees -> View Own/Subordinate is not adequate.

It would be nice if the report could be generated for Subordinates only. I don't really want to give this person access to view EVERYONE in the company, but it seems that is the only way to make the report function.

The report is primarily designed to be used by HR staff who can see all employees, but it should definitely work with just subordinates.
