When does the rounding policy take effect?

I am testing out this system.....I purposely punch an employee in 10 minutes early, punched out 10 minutes late. (in at 11:50am, out at 8:10pm). When I go to Attendance, then Timesheet for this employee, 8 hours and 20 minutes have been recorded. I setup a rounding policy to Day Total, Average Round Type, and 30 minute interval, have checked "Strict Schedule" and verified that the employee I am working with has a scheduled time as in at 12 PM and out at 8pm. When does the rounding policy take effect, so that in this scenario the employee would be paid for only 8 hours? Any help would be appreciated. Thanks!
