I need to make a report where i can view all employees hours over a period of time. i was wondering how i can go about doing that in v9.1.3.

The TimeSheet Detail Report which can be found by clicking Report -> TimeSheet Reports, and then from the drop-down menu selecting TimeSheet Detail should meet your needs.
