Flex Time Help

Hi,
Is there any way in which Timetrex can be used as a flex time control? We have a policy that any time worked more than 7 hours per day builds up to allow additional time off in a 4 week period. I have been able to see this work using an Overtime policy, however our policy also allows a maximum of 14 hours to be carried forward into the next 4 week period - so if I build up 15 hours I lose 1. This is what I don't understand how to achieve.
