Out of cycle paystub tax error

Hello,
We are using TT Community version 12.7.4 automatically installed on a windows server in the USA - OH. There were pay-stub adjustments accidentally left off some paystubs. I planned to make the paystub amendments for this payperiod since the last one is closed and do an out-of cycle payroll run to create a separate set of payments for these amendments. Problem is , the paystubs generated when doing this seem to change the OH - District tax from 2.5% to like 45% . The other taxes seem to be correct. Any ideas why this is happening?
