Time Zone Issues

I have installed the xampp

and then downloaded the timezone from following website

http://dev.mysql.com/downloads/timezones.html

and repalce the existing with new one in the following path

>cd /opt/lampp/var/mysql/mysql/

before I have replaced I have checked the timezone table in PHP myadmin , It shows 0(zero) record

after I had installed

I checked the time_zone table its shows the following error

070428 13:52:33 [ERROR] /opt/lampp/sbin/mysqld: Can't find file: './mysql/time_zone.frm' (errno: 13)

how to rectify this

time trex version : 1.6.2

Xampp version : 1.6.1
