What you describe is the default setting. Make sure you don't have any rounding policies setup and TimeTrex won't do any rounding whatsoever.

I have no rounding policies, but there is always a rounding up difference between the TIMESHEET and the PAYSUB.

I'm going to guess what you are seeing is the difference between time unit formats.
On the timesheets the default time unit format is HH:MM, whereas the format used on pay stubs is in fractions of an hour, ie: 40.25hrs. There isn't any actual difference in the value here, its just easy to misunderstand whats going on.
For example:
8:15 = 8 hours and 15 minutes.
8.25 = 8 and one quarter hours, or 8 hours and 15 minutes
If you go to MyAccount -> Preferences, change the Time Unit setting to Hours, that should make the display more consistent and less confusing.
