Accruals depending on the number of hours worked

Presently there are two accrual options:
1) adding accrued hours manually
2) calendar accruals
Neither of these represents how we would like accruals handled.
We presently calculate the accrued vacation time by multiplying a
factor by the number of hours worked.
e.g. if one assumes 3 weeks vacation and 8 holidays per year then
there are (52-3)*40-8*8= 1896 normal work hours a year. We accrue
vacation hours at a rate of (3*40)/1896 = 0.06329 hours per hour worked.
Holiday hours are accrued at a rate of (8*8)/1896 = 0.03375 hours per hour worked.
Sick leave can also be calculated this way.
This makes it easy to deal with part time workers since they accrue vacation,
holiday and sick leave exactly the same way as full time employees.
Presently we have to do these calculations by hand. It would be very nice if
it was done automatically.
