I have the ANY/ANY station default entered however users are still getting "You are not authorized to punch in or out from this station!" message. If they logout and log back in, they can punch in/out successfully. However, it appears that the system is continuing to add station records with the same IP address. Some addresses have 5 station entries already. Thinking that cookies are not being stored at the workstations, I set an exception for the local domain to Always Allow. Any idea what giving me this trouble?

If cookies aren't stored or get cleared TimeTrex will create a new station, but it doesn't change the fact that an "ANY/ANY" station still takes precedence.
Even though TimeTrex may allow an employee to punch in based on an "ANY/ANY" station, it records the actual punch station as the one that the employee is currently using for more accurate tracking.
So all the extra stations are normal, assuming the browsers are actually storing the cookies.
